I note that there is some difficulty as to their designation. The Attorney General is of opinion that legally there cannot be two Deputy Registrars. This being so, it may be necessary to pass a short Ordinance to meet the difficulty, as the Judges appear to think that two such officers, by whatever title they may be designated, are indispensable. With regard to Mr. Barff, I gave instructions that he should cease to be Accountant on the 30th November last, but Mr. Gibbons' proceedings and subsequent suspension rendered it necessary for me to prolong Mr. Barff's employment. The Judges assure me that Mr. Barff's services as temporary accountant have been of great assistance to the Court.
8. Mr. Justice Snowden, whom I have consulted as to the necessity for an Assistant Interpreter and a Clerk to the Registrar, is strongly of opinion that an Assistant Interpreter and a Clerk are absolutely necessary; I agree with him.
9. When both Judges sit in different Courts at the same time, as is frequently the case, two Interpreters are required. So necessary are they that, some years ago, Mr. Snowden had to insist on the Chinese Clerk and Translator, Mr. Chan Jai Kwong, giving up the Office of Coroner's Interpreter, as it interfered with the services Mr. Snowden required of him.
